Quick answer: what does the NEET PG NRI-quota category conversion need?

To claim the NEET PG NRI quota or convert your category from Indian to NRI for 2026-27, you must (1) be eligible under the Supreme Court judgment in Anshul Tomar vs. State of M.P. (W.P. No. 13393 of 2007) and the MCC notice dated 27.05.2026; (2) fall under one of four MCC categories β€” NRI candidate, Indian-to-NRI, OCI, or Foreign National; (3) upload the required documents, including a 10th marksheet as date-of-birth proof, a valid candidate passport, all MBBS marksheets, the NEET PG scorecard, the MBBS degree or provisional passing certificate, internship completion and State/NMC registration; and (4) complete the 10-step online document verification, after which your category is converted from Indian to NRI provisionally and you become eligible to select NRI-quota seats. A Class XII / 12th marksheet is not required for postgraduate candidates.

What is the legal basis for the NEET PG NRI quota?

Three Supreme Court decisions and one MCC notice govern the NRI quota:

  • Dar-Us-Salam case (2017): the Supreme Court directed DGHS, MoHFW, Government of India to conduct 100% counselling for all Deemed Universities under UGC as per their existing reservation policy, including NRI, Muslim minority and Jain minority candidates.
  • W.P.(C) No. 689 of 2017 β€” Consortium of Deemed Universities in Karnataka & Anr. v/s Union of India & Ors.: 15% of deemed-university seats are allocated to NRI candidates.
  • W.P. No. 13393 of 2007 and others (2008) β€” Anshul Tomar vs. State of M.P.: sets the eligibility criteria for seats reserved under the NRI quota.
  • MCC notice dated 27.05.2026: the public notice for eligibility of NRI candidature for academic year 2026-27.
Key point: the MCC seeks evidential and legal proof that the sponsor is a bona-fide legal guardian of the candidate. An NRI claim on its own is not accepted.

Who qualifies as an NRI sponsor under the Anshul Tomar judgment?

Conditions for the ward (Palya) route:
  • The sponsor is the nearest relation, being a blood relation from this list: real paternal uncle/aunt; real maternal uncle/aunt; paternal grandparents; maternal grandparents; first-degree paternal & maternal cousins.
  • The sponsor is an NRI and is ordinarily residing abroad.
  • The sponsor has actually looked after the student as guardian, with evidence produced before the committee.
  • There is an affidavit confirming these facts.
Guardians and Wards Act, 1890: where anyone other than a parent sponsors the candidate, that person must be a legally recognised guardian under this Act, backed by an Indian court order.

Which documents does each NEET PG NRI category require?

MCC divides candidates into four subcategories (I–IV). Select your subcategory at registration and upload the matching documents.

What is the step-by-step Indian-to-NRI category conversion process?

  1. Select the NRI quota. Choose the NRI quota at the time of registration for counselling. A candidate who selected the NRI option in the NEET exam (NTA) must also select the NRI category at registration on the MCC portal.
  2. Select the subcategory. Choose your subcategory (I to IV).
  3. Upload supporting documents. A candidate converting from Indian to NRI uploads the supporting documents from the category list above at registration on the MCC portal.
  4. Online document verification. The NRI Document Verification Committee (DVC) of MCC scrutinises the uploaded documents online. Online verification converts the category to NRI provisionally; originals must be produced at admission at the allotted institute.
  5. Discrepancy found. If a discrepancy is found, the scrutiny committee raises a document-discrepancy query.
  6. Notification to candidate. You are notified by SMS and email of any discrepancy or deficiency in the documents.
  7. Correction window. A correction window is provided to resolve the query within the stipulated time β€” edit or modify the flagged documents and submit any deficient documents online in time.
  8. Category converted online. If all documents are found in order, your category is converted from Indian to NRI.
  9. Eligible for NRI choices. Once converted, you can access the NRI-category seat list and select NRI-quota choices.
  10. Round 2 option. A candidate who could not produce the documents in Round 1 within the stipulated time can participate in Round 2.

Frequently asked questions

Do NEET PG candidates need a 12th (Class XII) marksheet for NRI conversion?

No. For postgraduate candidates, a Class XII / 12th marksheet is not required. The 10th marksheet is submitted only as date-of-birth proof, and academic eligibility is established through MBBS documents β€” all MBBS marksheets, the degree or provisional passing certificate, internship completion and State/NMC registration.

Is the candidate's passport compulsory for NRI-quota category conversion?

Yes. A valid passport of the candidate is compulsory across all NRI categories for the Indian-to-NRI category conversion request.

What are the four NEET PG NRI categories?

Category I β€” NRI candidate / parent / real brother / real sister; Category II β€” Indian to NRI (converting from the Indian category); Category III β€” OCI candidates; Category IV β€” Foreign national. You select the subcategory at registration and upload the matching documents.

When does the Indian-to-NRI category conversion become final?

Online verification converts the category to NRI provisionally. You must produce the original documents at admission at the allotted institute; a mismatch found at physical verification can still cancel the NRI candidature.

What happens if a document has a discrepancy?

The scrutiny committee raises a query and you are notified by SMS and email. A correction window lets you edit or re-upload the flagged and deficient documents within the stipulated time; if all are then found in order, your category is converted.

Can I still convert if I miss the Round 1 document deadline?

Yes. A candidate who could not produce the documents in Round 1 within the stipulated time can participate in Round 2.
